Why it matters

When COVID-19 halted international travel, SEC adapted quickly: instead of on-site consultancy, experts supported clients remotely. This evaluation explores how well this new approach worked – and what impact it had.

What we assessed

We analysed how remote assignments:

  • responded to client needs
  • delivered results efficiently
  • contributed to business improvements
  • supported resilience during the crisis

The evaluation is based on client and expert interviews, surveys, and analysis of assignment reports across nine countries.

What we learned

Strong value for clients

Remote assignments largely met clients’ expectations.

  • 90% of clients rated them “good” or “excellent”
  • Clients appreciated the expertise, professionalism, and knowledge-sharing

However, clear expectations and objectives from the start are key to success.

Many clients expressed interest in follow-up support – often ideally on-site.

Flexible, but not without challenges

Remote collaboration enabled:

  • easier access to expertise
  • flexible scheduling
  • lower costs for clients

At the same time, challenges included:

  • limited understanding of the local context
  • weaker personal interaction
  • technical issues (e.g. unstable internet)

Real changes in businesses

Clients reported early improvements such as:

  • stronger HR management
  • more efficient processes
  • improved product quality
  • new products or markets

These changes often take time, but show that expert advice is being applied in practice.

Supporting resilience in times of crisis

SEC support helped many businesses navigate COVID-19:

  • up to 60% of clients (2020) said SEC support mitigated crisis impacts
  • many businesses stabilised or grew
  • jobs were retained or created

Beyond technical advice, clients highlighted the motivation and encouragement provided by SEC experts.

What this means going forward

Remote assignments have proven to be a valuable addition to SEC’s work:

  • they expand access to expertise, especially for clients with limited resources
  • they offer a cost-effective alternative to on-site assignments

Looking ahead, SEC is further developing a hybrid model: combining remote support with shorter on-site visits to maximise impact.
