Client Profile:
The transport office is responsible for all aspects of private and public road traffic and its emissions (noise, air pollution) in the city (about 250’000 inhabitants) and in the canton Loja. This means planning, organization, regulation, monitoring (including periodic control of all motor vehicles), traffic safety and public transport (about 230 buses with one owner each, organized in 4 bus companies).
Tasks:
The SEC expert was expected to support the preparation of technical and organizational guidance and regulations, as well as the instruction of staff, to optimize bus operations and increase the quality of services by means of a common system for distributing the receipts to the four bus operators’ so-called common fund.
Results:
The first stage of the consultation process has been designed to capture the public transport system and its integration into the overall transport (structure, processes, weaknesses, conflicts), to identify the main problems and to work together with the Directorate (UMTTTSV) on first possible solutions.
